What is the Traveller & Roma Placement Programme?
The Civil Service is committed to championing the development of an inclusive and diverse workforce that reflects modern Ireland and the people we serve. It is recognised that members of the Traveller and Roma communities have traditionally been underrepresented in
workplaces, including in the civil service.
The Civil Service is starting a 12-month placement programme aimed uniquely at Traveller and Roma Communities. Roles at Clerical Officer and Executive Officer will be available across multiple Civil Service Departments nationwide.
At the end of the placement, participants will have the opportunity to apply for a permanent position.
The programme provides full support including:
- A “buddy” system where a work colleague will be your go-to person for any questions.
- A Mentor to exchange ideas with, offer feedback, and help set goals for your professional and personal development.
- A wide variety of training opportunities.
- A Traveller and Roma peer network.
- A programme liaison officer from a Traveller and Roma representative group who will be a point of contact before and during the programme and can provide support with the application process, interview preparation, and address questions or concerns.
- Application clinics.

Roles Available
Clerical Officer
Clerical Officers (COs) work within teams to deliver quality public services, often communicating directly with the public to provide information or manage casework. In addition, they may provide administrative support to line managers and colleagues through general clerical work such as responding to standard queries, data entry, integrating information from various sources while reviewing to ensure accuracy, managing logistics for meetings and events, filing and maintaining quality records.
Executive Officers
Executive Officers (EOs) act either as first-line supervisors or otherwise as individual contributors with more senior responsibilities than a Clerical Officer. Executive Officers may be engaged in analysis of proposals and reports and in examining the more complex, non-routine cases on which decisions are needed. EOs may also have responsibility for: supporting research and drafting of proposals relating to policy, legislation, governance or service delivery issues; preparing short reports and responses to queries; supervising day to day team operations and other resources; dealing directly with the public in support of services provided to them by the Department.

Civil Service Grade Structure
Entry to the Civil Service depends on your level of education, skills and experience. The career ladder ranges from general admin roles such as temporary or permanent Clerical Officer, junior management opportunities such as Executive or Administrative Officer, all the way up to senior management and strategic leadership roles.
